The worker shortage

Reviewed: October 2026

The State Comptroller’s April 2026 report describes an immediate shortage of about 110,000 non-Israeli workers when the war began, and about 105,000 in June 2024. About 71,000 foreign workers were still missing in March 2025. Walla reports that the latest industry allocation brought about 3,000 workers against requests for 60–70 thousand.

Employing foreign workers legally

Reviewed: October 2026

An appropriate permit, written contract, health insurance and suitable housing are required. Monthly deposit obligations depend on the sector and applicable arrangement. Employers must not retain workers’ passports; recruitment fees and deductions are limited. Check the rules applicable to your case.

Worker lawsuits and reducing risk

Reviewed: October 2026

Written contracts, monthly payslips, recorded hours and a proper hearing before dismissal reduce risk. In a case reported by Walla, an employer who sued a worker for about ₪600,000 ended up paying about ₪18,000 net after a counterclaim concerning contracts, payslips and deductions.
